Two legal categories: adult use and medical
Almost every state that allows cannabis fits into one of two buckets. Adult-use states license retail stores where any adult with valid ID can buy cannabis. Medical states limit sales to patients who qualify under a listed condition and register with the state program. A few states have both, and some medical programs are so narrow that patients can only obtain low-THC oils rather than flower or edibles.

The District of Columbia also allows adult possession and home grow, though it does not run a commercial retail market. Delaware legalized adult use in 2023 and has been phasing in its licensed stores. Virginia permits adult possession and limited home grow while a statewide retail system is still being developed. Medical-only states include Alabama, Arkansas, Florida, Hawaii, Iowa, Kentucky, Louisiana, Mississippi, Nebraska, New Hampshire, North Dakota, Oklahoma, Pennsylvania, South Dakota, Utah and West Virginia. Several more states, among them Georgia, Indiana, North Carolina, Tennessee and Texas, allow only low-THC or CBD-focused products for a limited set of patients. A small number of states still lack meaningful legal access. Idaho, Kansas, South Carolina and Wyoming have the tightest rules, and what exists there is limited to narrow low-THC CBD products. Expect an ID check at the door, a per-transaction possession limit in some states, and sales tax on top of the shelf price. Payment is often cash or debit, since many shops cannot process standard credit cards. Keep your purchase sealed and out of reach while driving, and do not bring it into a state where it is not legal.
Check the rules before you travel
State law sets the baseline, but counties and cities can add restrictions or ban storefront sales, so a legal state may still have dry areas. Medical card reciprocity is limited: most states do not accept an out-of-state card, and only a few allow visitors to shop on a temporary basis.
